Acción comunitaria en favor de la manifestación Capital Europea de la Cultura (2007-2019)

CHARISMA (Cultural Heritage Advanced Research Infrastructures: Synergy for a Multidisciplinary Approach to Conservation/Restoration) is an EU-funded integrating activity project carried out in the FP7 Capacities Specific Programme "Research Infrastructures". The project provides transnational access to most advanced scientific instrumentations and knowledge allowing scientists, conservators-restorers and curators to enhance their research at the field forefront.
Scientific research significant contributes to the conservation of our heritage. Several methods are used to explore the bulk, microscopic and surface properties of artefacts, including both traditional and advanced analytical techniques. The artworks studied include paintings, sculptures, metal works, ceramics, manuscripts, printed books and archaeological items and others.
In a program that covers joint research, transnational access and networking, the planned challenging activities require a combined effort and commitment of an high-level partnership of twenty-one organizations to provide access to advanced facilities and develop research and applications on artwork materials finalised to the conservation of cultural heritage and favoring the opening of larger perspective to the heritage conservation activities in Europe.
The CHARISMA transnational access (TA) programs, offer European scientists a to carry out their experiments utilizing 3 different and complementary groups of facilities (ARCHLAB, MOLAB and FIXLAB) through a service embedded in a multidisciplinary environment involving material science and artwork conservation/restoration.
• FIXLAB provides access to large and medium scale European installations, including the beamlines of one synchrotron radiation, one neutron source and two ion-beam analytical facilities;
• MOLAB offers access to a portable set of advanced analytical equipment, for in-situ non-invasive measurements on artworks, without any movement of the artefacts from their location and any contact with the surface;
• ARCHLAB permits the access to the structured scientific information and analytical data, stored in the archives of the most prestigious European museums and conservation institutions.
The access activities are supported by 3 outreach programs as networking (NA) cooperation activities, with the intent to achieve a permanent interoperability among the European institutions of the CHARISMA consortium and those external to it. The activity fosters the culture of international cooperation, providing harmonisation of methodologies, sharing knowledge and best practices on conservation projects, adopting progressive standard compatibility, and providing education, training, users' awareness events, technology transfer and dissemination of project results.
3 Joint Research activities (JRA), intend to exploit advanced technologies & techniques as well as most promising applications and integrated solutions, to complement the project scheme providing innovative instrumentations and methodologies tailored to the user's needs. [+]

Following the adoption of the Europe 2020 Strategy in June 2010, the European Commission launched a public consultation on a possible future EU programme for culture post-2013. It is the Commission's intention to draft a proposal for a Decision of the European Parliament and Council in the course of 2011 for the establishment of a new funding programme for cultural support. This Decision will take into account the mid-term evaluation of the current Programme,1 the public consultation on a future programme (including the accompanying stakeholder's meeting) and the Impact Assessment of the proposal. It may be expected that this proposal will aim to help achieve the objectives of the Europe 2020 strategy for smart, sustainable and inclusive growth. Europa Creativa, un nuevo programa marco para los sectores cultural y creativo (2014-2020) (COM(2011) 786 final, 23.11.2011)

Eve is the single information point on European education, training, culture and youth projects. It showcases thousand of projects and their results, from the Culture, Youth and Lifelong Learning Programmes (Erasmus, Leonardo Da Vinci, Comenius, Grundtvig, …). Eve is a tool for the dissemination and exploitation of results  of projects supported by programmes managed by the European Commission. Through Eve you can access a wide range of learning materials, handbooks, websites, policy papers, photos … and much more! Eve has something for everyone!
Eve is a new tool available to project beneficiaries. Eve will acquire much information through the introduction of results by the project coordinators and the progress of its recently launched projects belonging to the current Education and Culture programmes (Culture, Youth in Action, Citizenship, Lifelong Learning, ...). Eve is not only a tool for the future: from its inception, projects funded in the past have been introduced in the platform. Thus, Eve already contains hundreds of projects funded under the 2000-2006 Education and Culture Programmes: Leonardo da Vinci, Culture 2000, European Active Citizenship, Youth and Socrates (including Comenius, Grundtvig, Erasmus, ...). IMPACT is a project funded by the European Commission. It aims to significantly improve access to historical text and to take away the barriers that stand in the way of the mass digitisation of the European cultural heritage.
The IMPACT project will remove many of these barriers. The project will push innovation in OCR technology and language technology for historical document processing and retrieval, and share expertise to build capacity in digitisation across Europe. During the project a Centre of Competence will be set up in order to provide a central service entry point for all libraries, archives and museums involved in the digitisation of textual material.
The consortium brings together twenty-six national and regional libraries, research institutions and commercial suppliers who will share their know-how and best practices, develop innovative tools to enhance the capabilities of OCR engines and the accessibility of digitised text and lay down the foundations for the mass-digitisation programmes that will take place over the next decade. Con ocasión del Festival panafricano de cine y televisión de Uagadugu (FESPACO), la Comisión Europea ha inaugurado el Programa UE-ACP de ayuda al sector cultural, dotado con un importe total de 30 millones EUR. Este programa permitirá afianzar el éxito de los programas existentes de apoyo al cine y a la cultura, que, entre otros logros, han posibilitado la realización de la película chadiana Un homme qui crie, de Mahamat-Saleh Haroun, Premio del Jurado en el Festival de Cannes de 2010, y del largometraje The last flight of the Flamingo (El último vuelo del flamenco), del director mozambiqueño João Ribeiro, merecedor del premio al mejor largometraje de ficción en el tercer Festival internacional de cine de Luanda (Angola). (RAPID, IP/11/237, 1.3.2011)

Dentro de la propuesta de la Comisión, un nuevo programa de educación, formación y juventud invertiría 15 200 millones de euros (+ 73 %) en siete años. Además de aumentar las becas de educación y formación, este programa orientará la ayuda a la modernización de los sistemas educativos, el refuerzo de la cooperación transfronteriza entre las instituciones educativas y las reformas de las políticas. Es la partida que más aumenta en la propuesta de presupuesto, lo que pone de manifiesto la prioridad que se da a la inversión en los conocimientos para el futuro de Europa.
El nuevo programa Europa Creativa, que abarca los actuales programas Cultura, MEDIA y MEDIA Mundus, contribuirá a los sectores cultural y creativo con un presupuesto de 1 600 millones de euros (+ 37 %). El esfuerzo se centrará en la ayuda a las organizaciones y empresas con actividades transfronterizas fuertemente vinculadas a la promoción de la diversidad cultural y lingüística.
El Instituto Europeo de Innovación y Tecnología y las Acciones Marie Curie, que contribuyen a la mejora de las capacidades, la formación y el desarrollo profesional de los investigadores, formarán parte de la nueva estrategia Horizonte 2020 para la investigación y la innovación, a la que se asignarían 80 000 millones de euros (+ 46 %) en la propuesta de presupuesto. La finalidad de esta estrategia es potenciar la competitividad global de Europa y contribuir a generar los empleos y las ideas del futuro. (RAPID, IP/11/857, 11.7.2011)

Gracias al nuevo programa «Europa Creativa» que presenta hoy la Comisión Europea, disfrutarán de más apoyo de la UE miles de personas que trabajan en los ámbitos del cine, la televisión, la cultura, la música, las artes escénicas, el patrimonio y otros afines. Con una propuesta de presupuesto de 1 800 millones de euros para el período 2014-2020, supondría este un fuerte respaldarazo para las industrias culturales y creativas, que son una importante fuente de empleo y crecimiento en Europa. El nuevo programa tiene previsto dedicar más de 900 millones de euros en apoyo del cine y del sector audiovisual (encuadrados en el actual programa MEDIA) y casi 500 millones de euros a la cultura. La Comisión propone, asimismo, asignar más de 210 millones de euros a un nuevo instrumento de garantía financiera, que permitiría a los pequeños operadores tener acceso hasta a 1 000 millones de euros en préstamos bancarios, así como alrededor de unos 60 millones de euros en apoyo de la cooperación política y para promover planteamientos innovadores de captación de la audiencia y de nuevos modelos de negocio. La Fundación Cultural Europea (ECF), la Jubileumsfond Riksbankens y la ENCATC, han lanzado hoy la convocatoria de candidaturas para el Premio 2013 de Investigación de Políticas Culturales (CPRA). El ganador de la CPRA 2013, por valor de 10.000 euros, se hará público en el mes de noviembre en Bruselas durante la ceremonia de entrega de premios y celebración décimo aniversario CPRA.
Los candidatos (que deben tener al menos un título de maestría en ciencias sociales, arte y humanidades, o la investigación de políticas públicas, ciudadanía europea y no deben tener más de 35 años de edad) deben presentar sus solicitudes para el CPRA 2013 hasta el viernes 31 de mayo de 2013, a través del formulario de solicitud en línea en el sitio web del premio CPR.
El Premio de Investigación sobre Políticas Culturales inició su andadura en 2003 impulsado por la Fundación Cultural Europea (ECF) y la Jubileumsfond Riksbankens, y desde 2008, se desarrolla en colaboración con ENCATC. El concurso anual CPRA anima a la próxima generación de investigadores en políticas culturales para llevar a cabo la investigación aplicada comparativa e intercultural que puede desarrollar la formulación de políticas y a los profesionales que trabajan en beneficio de este campo. El premio está dedicado a proyectos de investigación innovadores que contribuyen a los nuevos conocimientos en el área. Sostenuto is a European project that delves into the relationships between culture and social and economic innovation processes. This project has been carried out over the last three years in the framework of the Med Programme with the support of the European Regional Development Fund (FEDER) and the Instrument for Pre-Accession Assistance (IPA). The initiative is based on the interactions between seven very different organizations from France, Italy, Montenegro, Slovenia and Spain.
The main contribution of the Sostenuto project is the positioning of culture as a determining factor for social and economic change, at a time when the economic crisis is forcing Europe to redefine the traditional elements of competitiveness and reformulate its sustainable development model. Culture is acquiring a growing functionality in the demands for the transformation of our political, social and economic system, not only because it has the capacity to catalyze innovation , but also because it incorporates a network of values that lead to a new ethical interpretation of social and economic exchanges.
The initiatives promoted by AMI (project leader), Bunker, CITEMA, Expeditio and Zunino e Partner Progetti in the framework of Sostenuto have provided evidence of the potentialities of creative and cultural activities in social dynamization and territorial development processes and in the consolidation of spaces prone to change and innovation. Through their cultural labs - a creative business incubator in Marseille (France), an urban dynamization and participation system in Ljubljana (Slovenia), an arts & crafts cluster in Chiusi (Italy) and a set of territorial governance initiatives in Kotor (Montenegro) and Liguria (Italy) - the cultural organizations involved in the project have also contributed to create spaces for action and debate around those topics.
Linking the experience of the labs to the expanding academic literature and the exchanges conducted with lab managers and external cultural agents, the project has identified some of the elements that explain the emergence of new forms of economic and social organization and reinforce the innovation capacity in the cultural sector. The research conducted throughout the project has tried to seek answers to three main questions: does culture have special capabilities to generate or trigger innovation? Are there channels through which innovation can be transmitted from the cultural to the social or the economic sphere? Do Med regions perform differently from Europe as a whole in these spheres? [+]
