Digital ressources for Euromed Heritage Programme
Euromed Heritage is happy to announce the launch of its digital library in collaboration with Manumed project.
The new virtual library constitutes a rich and sustainable resource centre for all documents produced within Euromed Heritage Programme. The documents are accessible and downloadable from the E-corpus platform, a digital comprehensive library for cultural heritage created in 2009. The library grows incrementally and organizes and repertories a multiplicity of documents, more than 2.3 million to date, introduced through more than 120,000 thematic summaries.
The portal Euromed Heritage Digital Resources collects in one space the total production of Euromed Heritage since its inception fifteen years ago. Most of the documents, introduced in one common space online for the very first time, are useful and necessary to cultural heritage actors – manuals, books, articles, presentations, technical and educational tools, studies, manuscripts, videos, audio files, etc.
Launched in 1998, Euromed Heritage programme constitutes an important landmark in the development and enhancement of cultural heritage and a catalyst for the mutual understanding of the peoples of the Mediterranean region.
The Programme has developed its actions within the European Union, but mostly in Mediterranean Partner countries of the EU through funded projects and partnerships (more than 500 partners) among institutions and professionals that work on the development of cultural heritage in the Mediterranean and underline its potential for economic and social development and the improvement of the quality of life. La Comisión Europea ha incrementado en más del doble el número de subvenciones de educación y enseñanza puestas a disposición de los jóvenes y el personal universitario de los países que participaron en los levantamientos de la denominada «Primavera Árabe» en el norte de África y en Oriente Medio. A través de Erasmus Mundus, la versión internacional del programa Erasmus de la Comisión Europea de intercambio de estudiantes y personal, van a financiarse otras 559 becas destinadas a los países del Mediterráneo meridional, además de las 525 que ya se habían previsto para el periodo 2011-2012. Los receptores de las becas podrán realizar una parte de sus estudios, su investigación o su periodo de enseñanza en la Unión Europea. La Comisión está incrementando su financiación para la concesión de subvenciones a fin de fomentar las oportunidades de aprendizaje y formación de unas personas que se consideran clave para reforzar la democracia en la región. Landmarks for financing Mediterranean films
The EU-funded Euromed Audiovisual III Programme has published a document providing a list of European funds that can finance projects from the Southern Mediterranean region, as well as a calendar of festivals, markets, and professional gatherings open to Southern Mediterranean projects and professionals.
The document, titled “Landmarks for financing Mediterranean films” and available in English and French, contains a list of European support funds that are open to audiovisual projects from any country. For each fund, it gives details of available grants, criteria and contacts, as well as recent examples of audiovisual projects from the southern Mediterranean that have received support. [+]
Programa de acción Juventud Euromediterránea IV (2009-2013)
The new regional project on migration in the Euro-Mediterranean area, EuroMed Migration II with a budget of 5 Million Euro, funded by the European Commission, is part of a wider programme on the Justice and Home Affairs sector, approved in 2006, comprising other two regional projects in the field of Justice and Police cooperation: EuroMed Justice II and EuroMed Police II.
This project is based on the Euro-Mediterranean partnership which started since the Barcelona Declaration (1995) and its subsequent evolution with the Five Year Work Programme of the Barcelona Summit (28 November 2005). This Programme calls for enhanced cooperation in the fields of Migration, Social Integration, Justice and Security through a comprehensive and integrated approach, reiterating the continued support for the objectives set out in paragraphs 11 and 12 of that Programme, while highlighting the need for improved practical cooperation at regional level.
It takes account of the 8th and 9th Euro-Mediterranean Conference of Ministers of Foreign Affairs (Tampere, 27-28 November 2006 and Lisbon, 5-6 November 2007 respectively), which emphasized the need to strengthen the management of migratory flows in a comprehensive, integrated and balanced manner beneficial to the Euro-Mediterranean peoples and the need to increase cooperation in the fields of legal migration, migration and development and illegal migration. El 19 de octubre se celebra en Valencia la II Conferencia Internacional del proyecto europeo PACMAN (Programa MED), que impulsa acuerdos marco entre autoridades públicas y los clústeres agroalimentarios de diferentes regiones de la Europa Mediterránea, y en la que participa el IMPIVA en calidad de socio.
El objetivo principal de la Conferencia es implicar a empresas, organizaciones e instituciones en ese proceso de dinamización de la oferta agroalimentaria en dichas áreas territoriales. El aumento de la cooperación entre estos organismos privados y públicos permitirá la creación de una red transnacional agroalimentaria y empresas más fuertes y mejor posicionadas. ![]()
Instrumento Europeo de Vecindad y Asociación (2007-2013)
Today, the European Commission allocated € 6 million to ensure the swift launch of the European Endowment for Democracy (EED). The allocation will finance the establishment and initial functioning of the Endowment, which was conceived in the framework of the renewed European Neighbourhood Policy. Its aim is to help political parties, non-registered NGOs, trade unions and other social partners in a coherent, concerted effort to promote deep and sustainable democracy as well as respect for human rights and the rule of law.
The EED will aim to help actors of change and emerging players who face obstacles in access to EU funding. It will offer a rapid and flexible funding mechanism for beneficiaries who are unsupported or insufficiently so, in particular for legal or administrative reasons. Such actors may include: journalists, bloggers, non-registered NGOs, political movements (including those in exile or from the diaspora), in particular when all of these actors operate in a very uncertain political context. El proyecto MEDGOVERNANCE, del que la Secretaría General de Acción Exterior de la Consejería de la Presidencia de la Junta de Andalucía fue miembro socio junto a otras regiones mediterráneas europeas (Toscana, Piamonte Lazio, Provenza-Costa Azul y Cataluña), fue aprobado en la primera convocatoria del Programa Operativo Transnacional MED 2007-2013, recibiendo una cofinanciación europea FEDER del 75% de su presupuesto.
The Project seeks to provide general and innovative answers based on territorial governance to the changes and threats faced by Mediterranean rural landscapes through the cooperation of participating territories. Landscape planning models and tools will be developed within the framework of the Project, and such models and tools will be transferable to other Mediterranean territories sharing the same characteristics, to ultimately build a European network of territories adhering to a “Mediterranean Rural Landscape Chart” defined under the Project.
The idea was proposed by Matarraña, a rural territory with immense landscape resources threatened by transformations taking place in rural areas. These rural territories have been isolated for years, but trade, tourism and European policies have favored a prompt opening with resulting new needs: communication, exchange of knowledge, experiences and strategies for the future. The partnership of the project is composed of 5 rural territories from 5 countries in the Mediterranean basin: Italy, Spain, Greece, Cyprus and France. [+]
The European Commission announced today the launching of a new civil protection programme in the Mediterranean region, building on the achievements of the successful Euro-Mediterranean Regional Programme for the Prevention, Preparedness and Response to natural and man-made disasters (PPRD). The new programme will start in the spring of 2013 and will run until 2016. It was announced at a high-level conference in Brussels which marked the completion of the current PPRD programme.
Speaking at the conference, European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, Kristalina Georgieva said: "In the last 20 years 1,085 disasters occurred in the Mediterranean region, killing almost 47,000 people. This means one disaster per week. No country can cope with such frequent and large challenges on its own, and clearly more and better regional cooperation is needed. The PPRD South is an example of the benefits of such cooperation brings not only to the countries of the region but also to their citizens by increasing disaster prevention, preparedness and response capacities." Two new initiatives to boost private investment in the Neighbourhood region were presented today at the Strategic Board meeting of the Neighbourhood Investment Facility (NIF) in Brussels:
The Investment Security in the Mediterranean Region (ISMED) Support Programme will be implemented together with the Organisation of Economic Co-Operation and Development (OECD) and aims to enhance investment security in the Mediterranean region. The programme will carry out assessments to evaluate the level of investment protection provided by the local authorities, identify gaps and make recommendations to address them. €1.5 million are foreseen for this programme.
The ISMED Risk and Cost Sharing Toolkit of the NIF will provide targeted measures like support to risk-sharing mechanisms (making funds available to help private investors by reducing their exposure to risk) and guarantee schemes addressing risk as a major obstacle for private investments. A sizeable part of the €220 million EU grants expected to be available to the Neighbourhood Investment facility until the end of 2013 will serve to underpin this important initiative. Programa de cooperación transeuropea en materia de educación superior (2007-2013)

The EU-funded project Terramed Plus, implemented in the framework of the Euromed Audiovisual III programme, was presented to the press during a press conference organised by RAI-Italy on 21 September in the framework of the 63rd Edition of the Prix Italia.
Terramed Plus currently gathers eight partners: RAI-Italy (project leader), SNRT-Morocco, EPTV-Algeria, RTVE-Spain, COPEAM, Skylogic Spa-Italy, France Télévisions, ARTE France, and TéléLiban as associate. The action is based on the promotion of Mediterranean audiovisual works, thus widening the regional audience through the circulation of material and its broadcast by satellite and internet, as well as on networking of the sector’s professionals from the Northern and Southern Mediterranean.
The Euromed Audiovisual III programme aims to contribute to the development and strengthening of the capacity of the film sector in the ENPI South region (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Occupied Palestinian Territory, Syria, Tunisia) and to contribute significantly to mutual understanding, intercultural dialogue and cultural diversity, in line with the "Strategy for the Development of Euro-Mediterranean Audiovisual Cooperation", approved by Euromed culture ministers in Athens in May 2008. En el marco del proyecto VILLAGES, el Ayuntamiento de Moratalla ha participado en un encuentro internacional para el desarrollo de las comunidades rurales en el Mediterráneo, celebrado en Palestina durante la penúltima semana de enero. Los ámbitos que ha trabajado directamente Moratalla son: agricultura y desarrollo de empresas vinculadas al aceite de oliva, desarrollo turístico y actividades culturales, mejora de los sistemas de gobernanza local en las áreas rurales.
Este evento, organizado por JUHOUD, socio palestino en el proyecto Villages, en colaboración con ICALPE, lider del proyecto, fue inaugurado por una representante de la Autoridad Nacional Palestina y retransmitido por la televisión nacional palestina. El trabajo desarrollado consistió en una serie de encuentros entre los distintos equipos internacionales y los principales actores locales de varias entidades municipales en el área de Birzeit, en los Territorios Palestinos, con el objetivo de llevar a cabo un análisis que condujese a propuestas concretas de desarrollo de la zona, por un lado; y al establecimiento de una red de intercambio de experiencias y conocimiento en ambas orillas del Mediterráneo, por otro.
Tras estas jornadas de debate y análisis sobre el terreno con la población local, se presentaron y discutieron en una sesión abierta las principales conclusiones y propuestas. Este evento contó también con la asistencia de la representante del programa ENPI (Instrumento Europeo de Vecindad y Asociación), que financia el proyecto VILLAGES, un representante de la Oficina de la Unión Europea en Territorio Palestino, y un representante de la fundación americana para la Juventud, que presentaron sus principales actividades en el territorio y se ofrecieron a colaborar con el proyecto. En este sentido, la capacidad y red de contactos del Ayuntamiento de Moratalla también se ha visto reforzada por los expertos de Grecia, Francia e Italia que también colaboraron en el evento y con los que también se estudiaron distintas posibilidades de colaboración en proyectos futuros.
