EU-EIB Project Bond Initiative launched with start of pilot phase
The Europe 2020 Project Bond Initiative, which aims to improve capital market financing of infrastructure, passed its final approval stage today. Following signature of a Cooperation Agreement between the European Commission and European Investment Bank, clarifying risk sharing, the pilot phase of the project bond initiative is ready for roll-out.
“The Project Bond Initiative provides an opportunity for re-opening capital markets as a source of financing for crucial transport, energy and communications infrastructure essential for ensuring growth and competiveness in Europe. Since the adoption of the legal base in July 2012 the EIB has made considerable progress in screening trans-European transport and energy networks and broadband projects and helping them to have access to capital market financing. The pipeline of potential projects looks prominent with first expected project signatures in early 2013", said Werner Hoyer, President of the European Investment Bank. Innovation Union Competitiveness Report 2011
European Union, 2011
Innovation is as essential to sustainable growth and jobs as water is to life. Economies that do not innovate will wither away. The European Commission is asking Member States to act on it in their Europe 2020 National Reform Programmes, by building on strengths and addressing weaknesses. The Innovation Union Competitiveness report provides them economic evidence and analysis to underpin EU and national policy making in support of Innovation Union. Public and private stakeholders will also get in a single compendium valuable insights to design winning innovation strategies within Europe and for the global market. [+]
(RAPID, IP/2011/812, 30.6.2011) ![]()
Regional Innovation Scoreboard 2012
Innovation is a key driver of economic growth and jobs. The Regional Innovation Scoreboard 2012 [8 MB] provides a comparative assessment of how European regions perform with regard to innovation. The report covers 190 regions across the European Union, Croatia, Norway and Switzerland. The Regional Innovation Scoreboard is based on the methodology of the Innovation Union Scoreboard and is accompanied by the Regional Innovation Scoreboard 2012 Methodology report [427 KB] .
The Regional Innovation Scoreboard 2012 classifies the European regions into four innovation performance groups, similarly to the Innovation Union Scoreboard. There are 41 regions in the first group of "innovation leaders", 58 regions belong to the second group of "innovation followers", 39 regions are "moderate innovators", and 52 regions are in the fourth group of "modest innovators". Open Innovation 2.0 Yearbook 2013
Luxemburgo, OPOCE, 2013
In the European context, open innovation is now used as a synonym for modern, highly dynamic and interactive processes. Linear and sequential mindsets are slowly changing to be more opportunistic, more daring and more action-oriented. We need to move from having ‘perfect plans for yesterday’ to an innovation culture which fosters experimentation and prototyping in real-world settings. This new innovation culture leads to simultaneous technological and societal innovation and encouragement. We need to be daring and also experiment with disruptive approaches as gradual improvement does not properly reflect the potential that the omnipresent, fast-developing ICT provides for parallel innovations.
The objective of Open Innovation 2.0 Yearbook 2013 is to create a manifesto and platform for sustainable growth enabled through Innovation 2.0. The main goal is to build towards a collective vision/ambition and leverage the collaborative intelligence and muscle to create a virtuous circle of sustainable growth which enables new services, sustainability, improved quality of life and new jobs. ![]()

SEE is a network of eleven European partners engaging with national and regional governments to integrate design into innovation policy. Our activities include two conferences; four thematic workshops involving partners and policy-makers; a study visit; a library of case studies as well as a library of research and policy documents; four Policy Booklets; an internal contacts database and the biannual SEE bulletin. SEE is operating from September 2008 to June 2011, co-financed by the European Regional Development Fund through the INTERREG IVC programme.
The SEE project's aim is to pool knowledge, share experiences, stimulate debate, develop new thinking and build rapport and credibility in order to integrate design into policy at regional and national levels. The project is nominated in Category 1: Networking and cluster initiatives supporting regional growth and SMEs access to global markets.
The RegioStars Jury 2011 highlighted that it is an interesting policy-building project in a forwarding-looking area – design as a source of innovation. It is broad in partnership and EU endorsement gives credibility to the statement that it paves the way towards new innovation policies. [+]
